Thought this setup would bottleneck...

FX8350 4.61ghz OC with 2xR9 390x crossfire @1100mhz but I'm experiencing no bottleneck what gives? Many people have said 8350 would bottleneck one 390x let alone two. Am I reading HWMonitor wrong? 75-80% CPU usage while at 100% on primary card and 50-80% on second card under heavy gaming with Total War: Warhammer 2 Ultra everything with 3-4 20 stacks in battles., and Witcher 3 Ultra everything (Hairworks Off obviously). Decent 45-60 fps range. My question is am I missing something and I just can't notice a bottleneck or what?

Bottleneck is highly dependable of the game and situation. You cant measure bottleneck on a scale, better hardware always brings better performance, again in certain situations. Try CSGO, with any high end gpu on the same cpu if you want definitive proof of your cpu bottlenecking it...
 
The fx 8350 is OK for 60fps, but you will have fps drops in some cases.

One R9 390 is enough for 1080p 60hz. Why do need 2?

You haven't seen any bottleneck cuz you are still playing in 1080p 60hz and not any aaa games.

Try some aaa games and maybe in 144hz and the bottleneck would become apparent.
