Build Advice Thoughts on a build I am looking at getting

Hi all, I am looking to build my own pc as I am in need of a new machine. I have some basic knowledge about PC but not the technical details and would appreciate some feedback on the build I am thinking of getting.

It wouldn't be used for gaming just mainly Lightroom and Photoshop. But I would like to get into video some time next year either 1080 or 4k so hopefully has the power for that to.

The spec I am thinking of going for is:

Case: Phanteks P400s

CPU: Amd Ryzen 7 3700x

Motherboard: Asus TUF GAMING X570-PLUS (WI-FI)

Ram: Corsair Vengeance LPX DDR4 3200 C16 2x16GB

GPU: Either AMD RX590 8GB or Nvidia GTX 1660 SUPER 6GB

SSD: Samsung 970 Evo Plus NVMe PCIe M.2 250GB
Critical Crucial MX500 CT500MX500SSD1 500 GB (Already own)

Power: Corsair CP-9020178-UK RM650x 80 PLUS Gold 650 W Fully Modular

Cooling: Corsair iCUE SP120 RGB PRO, RGB LED, Low-Noise, High Airflow, Case Cooling Fan (Triple Pack), 120 mm or
Hydro Series H115i PRO RGB Performance Liquid Cooler - 280mm (CW-9060032-WW)

Monitor: BenQ PD2700U 27" 4K HDR (Already own)


Now a few questions that I have come across is:

1: GPU is more GB better as seen people saying Nvidia CUDA is better for Adobe and would it be better getting one with lower GB more has CUDA?

2: The X570 mother board has 8 pins and an additional 4 for power supply (I think) do I need to fill all the pins or can I just use the 8. As seen its for 12v when using more power or OC? (Top left of the board re the connectors)
