I will add more depending on the answer to the above, but at first glance:
- If it's an intel system, going for 3200 RAM won't make much difference, It's Ryzen systems where higher RAM speeds really make noticeable differences.
- You could probably swap the Samsung SSD for a 1Tb Intel 660p for probably slightly less.
- You can knock another 100/200W off the PSU. A good quality 650W would run most 2080 systems, a good quality 750W gives you more than enough including any overclocking.

Any 2080 is overkill for 1080p.
A 2060 would be fine for 1080, a 2070 would be more than needed but would almost guarantee a constant high frame rate.
Does the monitor have either Freesync or GSync?
