You'll want a better CPU cooler but if this is for gaming it's pretty good although you could save some money going with the Ryzen 3600.

No real buget but I'd prefer to keep it around the 1.7/1.8k mark (above is 1691), and also keep as Intel.
As for monitor at first I'll be using my tv which is 60 (artificial 120 but really 60) until later this year when my company will offer good used monitors on the cheap.

Will also have the Oculus Rift S

Is the TV 1080P or 4K?

A good monitor for that system would be 1440P/144hz+ but instead of going Gsync pick Freesync as the newer drivers allow you to use that 2070S with Freesync. Going this route will also save you about $200 as Gsync is pricier.

The Oculus S is a good choice, I had the first gen previously and it was a lot of fun. Look into a game called From Other Suns, met a bunch of friends playing that. If you don't mind a bit of modding then another blast is Skyrim VR, the vanilla version looks pretty bad but after some graphical mods the game really becomes intense.

Ok so the 2070S is decent enough for it but for newer titles I'd probably bump the graphics down to medium-ish to keep the FPS around 60. Most TV's have a bit of input lag (when compared to a PC monitor) which doesn't really make them good for competitive FPS however if it has a game mode then that may help reduce the lag.

At 4K Intel gives you no better performance than what AMD does. But RTX 2080 Ti gives you noticeable performance improvement over RTX 2080. Intel 660P is very decent SSD and best SSD for budget.
