Question Threadripper 1920x at 75c idle with Noctua

I just bought TR1920x with Noctua NH-U12S TR4-SP3 cooler.
Since day1 the idle temp of the cpu has been 74c+ even though the case is opened.
Of course first thing that comes to mind is thermal paste. I have applied it multiple times, gauging the amount from many videos and testing after every try.
the best result i reached in terms of thermal paste is having a very thin layer covering all the cpu and the cold plate of the heatsink.
Any help would be greatly appreciated

Threadripper 1920x
ASrock Taichi X399
64GB Corsair 2666MHz
Noctua NH-U12S TR4-SP3
AMD Radeon HD 7970 (just for management)

What software are you using to record temperatures? Various software does not accurately capture TR temps properly.

As for thermal paste application, for TR4 I think you want an X across the die, with 4 dots nearer the edges. Or, a smooth application across the die. I wouldn't smooth out across the die and IHS though.
