Question Three boards three cpus power cycle problem

Three z390 itx boards and three cpus two i7s and one celeron

I’m try to just get one system going for my kid for Christmas

I’ve had most of these parts for awhile and I have had this problem for a long time. I had the i7 9700k running with the super micro for a short while but had issues with internet and gave up on it so I got a asrock z390 phantom and it just power cycles with no post so got the celeron and a 4 gb to test and it works fine so I gave up on that and got a gigabyte aureus z390 and it’s the same thing power cycles but fine with the celeron so I bought another cpu i7 8700k and again just the same and when I try go back to the super micro with my i7 that was ok it’s also doing the same but fine with the celeron set up. My kids currently running a stable old z170 i7 6700k system and I’d planned to put it in a new case for my other kid as his fist gaming pc and build a new build with a nice upgrade for my eldest … what am I doing wrong? I’m also confused with bios version as both stepped RO and OU but I’m worried as one of the the recommended versions is a can’t roll back version so I’ve tried some others but nothing works … my eldest will be ok running the celeron and a board of her choice unti the new year if that’s what we have to do but I would like to get it sorted out thanks for any ideas
 
Shouldn't be an issue with Bios revisions.

Are both Asrock and Gigabyte boards outside of case for testing?

Just have the basics connected and installed, atx 24pin and cpu 8pin, one ram stick in A2 slot and use igpu, no gpu or drives installed.

Before installing ram and powering on, clear cmos by performing clr cmos function described for the particular motherboard, be it button or shorting pins, not removing the cmos batt. Leave system if it restarts during post to allow it to perform memory training, may take a minute.

What power supply are you using and how old?
