Throttling Bandwidth

I would like to setup a a wireless antenna so one of my relatives can get online. I live in the city with a dsl connection and they live two houses down and out of the city limits. Can I configure the wireless connection so they can not use it to download music and movies ? Just to use it to browse the internet and check mail. Is it possible to throttle the band width they could use ? Also any equipment ideas would be helpful too.

You could probably set up some sort of white list or black list of sites you don't want them visiting. You could set up a QOS at the router level and set his MAC address to Low priority.
