Throttling Issue while playing LoL?

Long story short; I am getting frame drops in League of Legends and now I think I know why, but don't know what I can do about it. I have a 280x that performs well in pretty much all the games I have installed on my computer at the moment, though my only issue is with League of Legends. It wasn't until recently that I discovered my card was operating between 300MHz/500MHz thanks to RTSS and HWINFO64 while playing in game. It causes the frames to drop below 60 FPS momentarily until the card throttles back up to 500MHz. I don't have this issue with any other game, DOTA for example utilizes full clock at all times. I understand why the GPU throttles, but I think in this instance it negatively impacts performance and smooth running of the game.

I've tweaked the settings from highest to lowest using different resolutions but the problem remains. The only thing I haven't tried is installing an earlier driver.

Try installing earlier driver as you said.
Problem might be the League of Legend's patch, i had horrible lag in 4.21 until they fixed it somehow.
Some people might still have it. Try disapling all the sounds in LoL. Mine got lilte bit better when i disapled ambient noice in LoL. I hope this helps some how! sorry for bad english :)
