I have a gaming laptop and a nice new LG C8, I want to connect the two at full res 60Hz, my laptop has the following connectors:
HDMI 1.4
Mini DP V1.2
Thunderbolt 3

I purchased a cheap adapter claiming to go thunderbolt to HDMI 4k 60Hz, but I could only push 30Hz.
Is there a cheap option to get 4k 60Hz out of one of those connectors?

HDMI 1.4 only supports 4k 30Hz, hence looking at the miniDP or the thunderbolt.
It is an MSI GT73VR Titan 4K (it has a GTX 1080 so it should be able to hit 4k almost 60 fps in most titles)

A GTX 1080 is definitely not capable of 4K/60FPS in many newer AAA games at high-ish settings. But that is a separate issue from being able to get a 4k/60Hz output.

What exact adapter did you try previously? Something like this should do the trick: https://www.amazon.com/Plugable-DisplayPort-Supports-displays-3840x2160/dp/B00S0BWR2K
It runs fairly steady at 45-60fps is most games I play on it, mid to mid high settings.
I tried a thunderbolt 3 to HDMI adapter that on the original posting listed 4k@60Hz, but they have since changed it to 4k@30Hz, I will take a look at the one you mention.
