I have some things just need a little help. I'm also going to overclock the cpu and gpu

case-? (have a dell otiplex 745 trying to reuse for build if possible)
ram-4x1gb=4 (have) going to upgrade to 2x8=16gb
disk reader (have)
OS-7 or 8 can get free posibly
Gpu- GTX 750
I would like to keep the budget within the $300-400 range if possible

In your budget I'd look more at the fx-6300 or 8320 so you can get a strong GPU.

$300 isn't possible if you want to buy the FX-8350.

FX-8350 = $180
cheapest motherboard = $80
cheapest decent PSU = $50
cheapest 16GB = $150
cheapest Windows 7/8 OS = $100

That's $560 already... this doesn't include buying a case, aftermarket cooler for overclocking, etc.
 



soooo within 300 will be hard maaaaybe doable this is why. Unless you have someone who has an extra copy of windows that alone is going to cost you Windows 7 home premium 96.00
. Mobo well since youre using the 8350 youre going to need a mobo that will be able to oc that cpu so asrock 990fx extreme 3 mobo 104.00
. THan a psu. You want a good quality psu. It does have to be a plus 80 gold but something efficient and perhaps a 600-700w that could be from 60 -100 corsair 600w 80 plus bronze 69.99 after 20.00 rebate



and if youre going to oc you need a better case than that with a good air cooler for that cpu. That cpu runs hot and in a case like that with a stock cooler and an overclocked vga, Ya no bueno

This would be my build suggestion and then get a Hyper 212 EVO when you can.

Alternatively you can another 4GB RAM stick(to pair with your current one)
Just ensure they re the same model > This will save you about $30-$40 the price of the Hyper 212 EVO.

To get this build into budget you could drop to a 260x

P.s you NEED a new case, the optiplex 745 uses a BTX form factor case.

BTX was scrapped and no modern boards use it.
