Tightened cooler too tight?

So a few months ago I bought a Hyper 212 Evo. I installed it but then a week or two later i removed to reapply the thermal paste. I found it very hard to remove three of the screws holding the cooler down. I eventually got them off, but realised I had pulled the standoffs off with them. I then had to use a small electric drill to remove the screw from the standoffs because it was on so tight. I also noticed one of the screws had grinded / scraped a little bit off my motherboard. It was like if you were making something acrylic and were filing it, a small curl came off (like it was wearing down). I then put my cooler back on. It rotates slightly for some reason, but otherwise it's on fine. I tightened the screws (hopefully) not as tight as the first time but probably still a bit too tight.

My questions are:
(a) Is it normal for my cooler to rotate slightly? Not on it's own, but if I were to try and remove the fan from it I'd rotate by trying to grip it.
(b) Will tightening the screws too tight damage anything. Should I remove the cooler and tighten them a lot less?
(c) Should I worried about this little scrape that it has taken off my motherboard?
This 'incident' happened about 1-2 months ago and my PC has been going fine.

(Also, I am worried about my ambient temps being too high, they hover around 36-40 degrees celsius and are a constant 38 as I'm typing this with a load of chrome tabs and teamspeak open. I ran the Small FFTs (maximum heat) test on Prime95 for 10 minutes and the temps never went about 70 degrees celsius, staying mostly at 68. This might be due to my bedroom being a very small and warm, the fact that my pc is pressed up against a wall down near the floor and also the fact that there is a radiator right beside the back of my pc. It's not on much though, and when it is it isn't particularly warm. Are these ambient temps worrying? Oh dear.)

Right, that was a long post. Thank you for taking your time to read this and any help / advice / warnings would be greatly appreciated. Thanks :)

A... yes for that cooler
B... leave it as it is.
C... No
That idle temp could be just fine depending on your room temp, when you apply new thermal paste it needs to cure.
Leave everything as you have it for now and check your temps again every week for a couple months.
ON A SIDE NOTE you replaced the paste before it even cured it should last 3 or 4 years before you need to replace it or longer.

You never mentioned your PC specs - for anvamd chip id consider those temps too high for an evo.
For an Intel chip theyre still high but within spec.
Ambient temps & poor airflow can obviously add 10c+ to CPU temps irregardless of how good your cooler is.

apologies. my CPU is an Intel i5 4670k (just at stock speed, not overclocked). are there any things i could do to improve airflow / decrease temps? my case is a Corsair 200R so it doesn't have great airflow but could I improve it? thanks for the help btw.

thank you, you've reassured me a good bit :) i'll be sure not to replace the thermal paste a bunch, it's just that it was getting on me a little.

yes, it is closest to the ram in a pull configuration (pretty sure). i was considering upgrading my fans to noctua fans or something but im unsure if it'd be worth it 😛
