Build Advice Time for a new build! (3k-4k USD)

Wow, haven't been on here for a couple of years. Had a kid, became hella busy with work but and now I am back because it's time to do a new build! The current setup is from 2018. It is an i7 8700K with a GTX 1080. Running a dual monitor setup Rog Swift 27" 1440p. Haven't decided to jump up to 4k or not so let me hear what y'all think.

Cost: $3k - 4k (not including monitor/peripherals if it is "worth" moving up to 4k)
Location: FL, USA

I do have a microcenter that is 5 hours away so if I need to drive for a great deal and hit up IKEA for an update on my battlestation, it can be done XD
I play CoD, I use OBS to record videos and upload them. Other games I play are WoW, Monster Hunter, ARK Ascended (this is the true reason why I need to upgrade, damn game is ROUGH with the GTX 1080), and Final Fantasy.

I dabble with photography and use Lightroom. I need Bluetooth for using my Elite 2 controller and I would love to be able to connect to my living room tv and be able to stream movies/videos just don't know what I need for that.
 
Your budget is large enough that you could build two separate PC's. One for gaming and one for streaming using an Elgato capture card. That way you wouldn't take the hit in frame rates. If you play CoD then stick to 1440P so that you maintain a decent amount of frames per second.

Add the RTX 4070 Ti Super 16GB to this build when that card is released within the next two weeks.

I'm not streaming like that or have the want to journey down that path. I am just posting them on my personal FB page, just random shenanigans the boys and I do/run into while playing. If I was a streamer or content creator I could most definitely see the benefit of running two PCs. But for little old me, nah I'm good on that. Plus if I wanted to go that route wouldn't I be able to use my current PC (i7 8700k & GTX 1080) as the "streaming"?

The 4080 Super is more than enough for a single 2k monitor.

Never thought about getting a 4090, especially once you add all the extra case fans and wiring.

Haven't used an AMD processor for over 10 years. How is it compared to the i7 and even heard about the new i9?

Came across the HYTE Y70 case, that thing looks awesome but damn is it expensive for just a case. However, for someone who has never done or knows how to do that screen mod, it is tempting. I am more of a Corsair fan.

If I wanted to attempt to do a custom loop what would that look like cost-wise?
 
Not trying to be too nosy, but if you are in Florida the nearest Microcenter to you is Marietta, GA. Even if you were right on the line to get there in five hours is worthy of a Bandit Run or Cannonball, lol.

IMO, unless you are in the market for a very generic out of the box solution, there is zero reason to spend time driving to MC. I actually hate to hear myself say that. They dropped the $20 off compatible motherboard on everything except very specific combinations of parts (particularly motherboards) of a level I am not looking at....and at this price neither are you. There is some savings to be had on CPU for sure. Without the combo deal their motherboard pricing and nearly everything else outside a "special" deal can be had with free delivery. Add time and gas and as far as I am concerned it would take something more exceptional than what they offer outside of needing it in hand within the day.

@Lucky_SLS so it looks like close to $800+ USD for a watercooled setup. I knew it was going to get more expensive if I went this route which is why I wasnt thinking of getting the 4090. I still want to wait to see what the 4080 super gets on benchmarks to see which would be the best way to spend it.

Previously, you got to pick your own compatible motherboard which helped a lot on the feature and aesthetics department.

Blizzard titles tend to prefer AMD cards, these days. The 4090 is a nice card, but not worth twice the price, over a 7900xtx.
