Time to upgrade, not sure what to go with.

I need to upgrade my processor, motherboard and ram, but I'm not sure what to get. I am currently running an EVGA GTX 1060 6gb, with an FX-8300. My motherboard is a Gigabyte GA-78LMT-USB3 (Supports ddr3 ram). I want to switch to an intel processor, which requires me to get a new motherboard, and ddr4 ram. (And most likely an aftermarket cpu fan??)

What I want to buy:
CPU: Intel i5 7400
Mobo: ASRock B250M Pro4
Ram: 2x 4gb Viper Elite 2400 mhz
CPU Fan (If needed): Hyper 212 Evo

Is this a smart upgrade? If no, I'll need to know what to do. Mobo must be a micro to fit my case. Also, is the aftermarket fan worth it, or will a stock one do just fine? And is there anything I'm missing here?

Solution
If you want to switch to Intel, coffee lake is better buy.
For your budget, this Ryzen set is a better buy:

Not to mention you can OC 1300X further.
Yeah that would be a nice upgrade from your 8300. The i5-7400 does come with a CPU cooler, but Intel stock coolers are generally garbage so I would definitely recommend the 212 EVO. I even run one of those on my backup i3 system and it keeps it nice and cool. Considering the price of the 212 EVO, it is a good idea.

The cpu you have is not too bad, but they need a large cpu cooler to crank the speed up more. The Hyper 212 Evo is way too small, i mean way bigger like the biggest one you can fit in your case. Also a extra case fan or two wont hurt.

Spend $100 on a decent cooler it's still way cheaper than doing a full upgrade.

Get the largest cpu cooler you can find, make sure it also works for other sockets like intel's newest one and AM4 so you can reuse it later.

Solution

Not planning on speeding up my current processor, I would much rather switch to intel and the lga 1151 socket so I can upgrade in the future if I need to.

Thank you, 300 dollars sounds a lot more reasonable than 400, I was considering Ryzens in the past. And i think this is what I'll be going with.

You know Kaby lake is the last gen on B250 chipset, right? Either jump on coffee lake or Ryzen AM4. AM4 will last until 2020.

If 400, I will get this, just one more idea for you to think about:

PCPartPicker part list / Price breakdown by merchant

CPU: AMD - Ryzen 5 1400 3.2GHz Quad-Core Processor ($149.99 @ Amazon)
Motherboard: MSI - B350 PC MATE ATX AM4 Motherboard ($65.88 @ OutletPC)
Memory: G.Skill - Ripjaws V Series 16GB (2 x 8GB) DDR4-3200 Memory ($182.99 @ Newegg)

1400 has 8 threads compared to 4 of 1300X, will last longer. 16 gb is good to have too, but not a must, 8gb is still plenty.

I think I'm going with your cheaper suggestion simply due to my budget and what I've spent already. I currently have a 650w 80 Plus PSU, that should be fine for all of this right?

It seems like the RAIJINTEK - THEMIS Evo is on sale or cheaper because it doesn't support AM4. (You have socket AM3+ so it will work)
Not sure about the FSP Group - Windale 6, it's fairly new.
The CRYORIG - R1 Universal 76.0 CFM CPU Cooler is more money but it supports AM4 and intel sockets and has 2 fans.
