I currently have a gtx 980, an i7-4770k at 4.2 ghz, and 16gb ram. I'm not worried about my ssd/hdd.

Out of my gpu and Cpu, which is more worth upgrading? I'm still on 1080p monitor. Would it make more sense to just spend the money on a 2k IPS monitor?
Wait for next generation gpu's/cpu's?

Here's a list of the games I play incase it matters:

Any suggestions welcomed :)

I would go with 1440p and if necessary a GTX1070, but only after the monitor and if you think you really need it. The 4770k is still plenty good and won't have any bottleneck with the 1070 and I doubt it would with the 1080 either. I would also consider running MSI Afterburner and giving the GPU a mild overclock if you haven't already.
The upgrade path I see would be a higher-resolution monitor w/ 144Hz refresh rate, followed by a new GPU if it doesn't perform as well as you'd like on a new monitor.

Your CPU is still extremely capable, unless you can justify $700 for a i7-7700K & new mobo for a couple of extra frames per second.

Yeah the CPU and GPU should still run all of your games just fine. I agree that maybe upgrading the monitor first and then GPU, if needed. Can always overclock your CPU if it underperforms, but I don't think it will need it.

I was able to get the gpu up to 1500mhz (I think it was +120) without any voltage. I'm scared to use voltage lol. And yes I already have a 144hz 1080p. I really want a 1440p IPS monitor for my single player games like fallout 4. But then I feel like I would need a 1080?
