Time to upgrade?

Hi guys,
my build is aging. I've made it in 2013 and here below I write its specs:

i5-4670
8GB DDR3 1600Mhz (2x4GB)
GTX 760
MOBO: Asus ROG Maximus VI Gene
PSU: Corsair CX650M
250GB SSD Samsung 850EVO
1TB HDD 7200 rpm
1TB HDD 5200 rpm (just for archives, no programs on this one)
Windows 10 Pro 64bits

Until last year everything worked flawlessly but this year and this summer in particular it started slowing down a bit on heavy tasks. I use my PC for Home, Office, Net, sometimes for not too heavy duty Engineering programs and a little bit of gaming (I play on 900p monitor so the 760 is just fine :) ). It slowed down in managing particularly heavy sites such as Facebook.

I am considering buying other 2 sticks of the same RAM to improve up to 16GB.
Do you think it will make the difference? Or it's better to invest in a new mobo-DDR4-CPU?

I thought of RAM because using many Chrome tabs results in a 70-80% of RAM used. I thought this could be the problem. (The RAM is used massiveness also by other browsers). It actually seems like the space in the RAM is low and everything slows down waiting for it. Or maybe the RAM's speed is too low for those tasks.

What do you think?

You forgot to include the make and model of the motherboard and the PSU. Was the PSU purchased during the build's conception? What is your system resource usage when your system is idling? Windwos 10 has an issue with memory leaks if and when the OS has a corruption.

I would first like to try and work with what I have at hand(if it's salvageable) before investing any money into anything.
 


Updated the post. Yes I bought the PSU suring the build's conception. I have never had any problems until this year.
I have to say also that using Edge and Chrome with two Extensions results in a heavy usage of my CPU (around 90-95%). Maybe it's not a problem of RAM
