Hi , right now i have i5-4590 with 16 gb ddr3 160hz

Should i upgrade to 10700kf or 10700f ?
It will be a big change ?

If you upgrade your GPU, to something that high end, you are going to need a better CPU, no doubt. 4c/4t gaming is essentially dead, and your cpu, not being overclockable, doesn't help the situation. For straight up gaming, the 10600k is the price/performance king, right now. That could change, when Ryzen 4th gen comes out, later this year.

I also have gtx 970 , right now most of the game i runnig on low.
i really wish to wait for the 3080/3080ti .
And i thought maybe upgrade to a new processor will help
 
You cant upgrade just 1 part, if you want to get new processor then you need better GPU aswell if its for gaming. If you dont want to get bottlenecked by it hard.

i7 (non k version) for that socket would be around 100$ shipped its still alot of money, and we dont even know if your motherboard supports it whats the model. You wont also gain insane boost from going even to i7-4790k which is best cpu for that socket.

If you have to ask whether you should upgrade, then you probably don't need to - if you actually needed to upgrade, you wouldn't be asking a yes/no answer, your mind would already be made up on upgrading and the only question would be to what.

Unless you intend to overclock, I'd also recommend waiting for H470 boards to launch and save an extra $50-100 on the motherboard, same with B550 if you might consider something AM4.

I know i want to replace the gpu , no doubt.
I want to replace my gtx 970 to the new generation, 3080/3080ti

If i will upgrade my gpu , i will have to upgrade also the rest of the system for not get a battleneck?

I'll upgrade whole system. I have old i7-3770, and gtx 1060 6 gb. It's perfect pair, but I don't see good fps rates, and I can't play at highest graphics some aaa games. I will save money for 6 - 8 cores srtrong cpu with ht and good gpu, that suitable for 4k, and good fps rates, for example gtx 1080/1080ti...

Yes you should and yes it will be a big upgrade...I say this because in your most recent post you mentioned a 3080 gpu which will require a powerful cpu to get the most out of it. The Intel 10600 or 10700 cpus will make great gaming rigs...equally so a Ryzen 3600x for now and a 4000 series next year. It's the great thing about upgrading these days...lots of good choices.
