Timer Tool Version 3 Not Applying Modification!

My audio has been stuttering lately and I found out about timer tool. I've installed timer tool (version 3) and the source code. I didn't extract either of the zip files if that matters.

When I open timer tool and try to change the timer resolution it won't go above 1 millisecond and when I modify the timer resolution, it won't work. When I'm not playing audio, the timer resolution goes to 1 millisecond after a few seconds. When I play some audio like a game or video; the current time resolution immediately goes back to .5 milliseconds.

If you need to know more about my system; please ask.

CPU: AMD FX -8350
GPU: MSI GeForce GTX 1050 2GB GDDR5
Motherboard: M5A97 R2.0
Ram: 8GB DDR-3
Operating System: Windows 10 Pro 64

Update: I've fixed my audio problems, so I don't have much need for timer tool anymore. If you have found an answer, feel free to post it here.

You could leave a comment on the page of the maker (1st link) as others have had problems with the timing changing while they do things. One case seemed to have opposite problem to yours, it would go up on music, not down.

I suggestion is to do a clean boot and see if same thing happens with variation, as it would point to a startup program causing it. Slowly add them back to find cause - https://support.microsoft.com/en-au/help/929135/how-to-perform-a-clean-boot-in-windows
