Tiny black dots

On desktop I have billion tiny black dots when I launch game same and plus I have some wierd glitchs.

Pls help.

Intel HD graphics is my gpu and yes It happens when I'm on desktop little dots appear it interesting that when my PC is starting up there is no dots they appear when PC loads desktop.

It looks like something is with driver when I set laptop to some other position the glitches and dots stop
