Tiny Screen Skyrim?

I have the 2011 version of Skyrim and I have a tiny screen with black bars on the side and bottom when i try to run it at 640x480 resolution. I am running a low end laptop i don't mind using this resolution but normally I use an hp 1080p monitor to run that resolution.

Thing I've tried to fix this issue:
Deleting skyrim.ini/skyrimprefs.ini
Verifying integrity of game files
Shutting down/restarting
Uninstalling display drivers/installing updated one
Uninstalling all mods, uninstalling Skyrim/SKSE, re-installing
Gone to windows display settings and setting "show only one 1" then disconnecting the hdmi

None of these have worked and here is my system information
6gb (I think DDR3) RAM
AMD A8-7410 APU 2200mhz 4 core
Windows 10 64-bit

I think it has something to do with this new monitor that's been bought, I tried reconnecting the display and running the minimum resolution on the monitor and the aspect ratio stretches across the screen like it is supposed to do. Yet when I try this resolution on my laptop monitor it doesn't work right anymore.

Any help please would be gratefully appreciated!

open your radeon settings, under display tick Gpu Scaling (should be on), then select scalling mode (default should be center...which means black bars) change it to keep aspect ratio


It's already on that thank you for your reply though

I've searched google thru 2 pages search pages (all there was) and all and can't find a fix
 
kerberos_20 got me thinking about the amd radeon settings and then i tried changing the values starting with "preserve aspect ratio" to "center" and that didn't work. I then tried scaling mode "full panel" and it finally stretched across the screen like it was supposed to.
