Tip of copper heatpipe turning black !

I have the Cooler Master: Hyper 412 Slim cooler on i5-4570 cpu.The tip of the heatpipes in the outside of the cooler is turned black like theres some dust on it.the tip is not smooth.it's like someone glued some dust on the tip.i used the cooling paste that came with the cooler and simply rubbing the tip with isopropyle alcohol doesn't seem to work.the tip didn't turn full black.some of the tip still have the original color.

Edit : I just found out that the portion that touches teh cpu is n't black and i can easily scrap off some black !

I'm not too good with thermodynamics, but I'm pretty sure copper oxide (The black-brown stuff) doesn't conduct heat as well as copper.

But hey I could be wrong and it's just caked on dust or something, try copper cleaning solutions that are made to remove the tarnish.

can copper tarnishing cause blockage in heat transfer ?
