Tips needed to speed up a Samsung Netbook running Win 7 Starter

I have an old N220 Netbook. I know it's slow but I would like to just be able to use it for basic web surfing - and email checking. It used to be sufficient for that when I first bought it, but now loading a page (especially Yahoo mail) can take several minutes. I have backed up any data that I needed on the hard drive, and I have a cloned second hard drive, so I don't mind experimenting to make it usable.

Here's what I've tried so far:

Removed most files and programs - the drive came partitioned (would it help if I removed the partition?) - current usage is: c:\ 31.31GB data, 8.87GB free, d:\ 549MB data, 172GB free.
"Allow files to be indexed" is checked for both drives by default- should I uncheck? What about compressing either of the drives?

Removed everything from startup except Bluetooth, Samsung Recovery Solution 4 (I don't know how to disable this), StickyPassword, and Kaspersky (recently installed it has minimal effect).

Disabled all non-essential Services (ie Adobe, parental control, some obvious ones that I don't need/use). Turned off Windows Defender (I have Kaspersky on it - a recent add on that makes no difference - it was slow before that.)

Here is a link to the CPU stats. I cannot add RAM to this machine - it won't run on anything higher than what it has.

The strange thing is that if I start it in Safe Mode it's pretty good. I'm trying to figure out what the difference is and what's slowing it down. The only other addon is Hpyperspace for the built-in camera which I always bypass at startup.

P.S. Could I upgrade this to Win 10? Would it be any faster? Is Win 10 smaller than Win 7 Starter? Samsung says no, but I don't necessarily believe that.
 
I already did that (ran CCCleaner) - forgot to mention it. An SSD drive is a great idea, though. But it's an OEM. Is that going to make a difference in the license? If I do a clean install what happens to the function keys? I need the Samsung software that runs those.
