Titan X sli not working at 100% load

My Titan X sli config does not work at 100% load in games (it does at 80-90% switching constantly). Is this normal??

Cpu 4930K at 4.4ghz
Ram g.skill 2400mhz 32gb (quad channel ram)

Sorry,you Can't. ever. Do a 100% gpu load.
you want smooth performance, when a gpu is hitting 100% you're running settings beyond the capabilities of the card or letting it run uncapped, which just leads to unnecessary heat. If you want more performance, then take the cpu speed up.
