titan x worst performance

i have bought new t\itan x as i heard many reviews that it is a beast card ,but i'm sorry to say that it is worst card ,it cant run my gta 5 even on full hd ultra or below ultra settings,
guys's you can understand my problem ,i have spent too mush money on it but now i'm upset ,what should i do now please help,my game stucks and lags.
Now i understand online reviews are fake.
first i thought it is my board problem i replaced it,then i replaced my ram ,then processor ,and then powersupply...................still no effect ,i also replaced my card,few days ago i got cpu cooler.....................now tell what should i do.
my specs are

rampgae v extreme

kingston 32gb ram hyper x fury

nepton 240m

msi titan x

kingston ssd

windows 8.1 pro and i tries all version like 7 ,10 but no effect
