.tmp files under C:Windows - can I delete them?

Hello All;
I was hoping to get some help on a quick computer question. I notice in my C:\Windows folder that I have an abundance of files (approximately 4500) that have the extension .tmp and which overwhelmingly occupy 0 bytes (all 4500 files occupy a grand total of about 173 bytes). My question is: is it safe to remove these files, some of which are 2 years old, or will I damage my operating system if I do remove them? I am running Windows 98 SE. (Please note that I am not referring to the Temporary Internet Cache files – the ones I’m asking about are under C:\Windows).

yes it is ok to delete them if you simply want to be safe back them up into a zip file .. if all is well ( and irt will be) in a week delete the zip file too you can also safely empty the windows\temp folder like this
