TMPGenc settings for 24fps>29.97fps w/o 'combing'?

Can anyone help? I get a 'comb' effect when converting films from 24fps to 29.97 fps.

Can anyone tell me what the settings are? My other two problems below are solved, its just trying to get the films converted without that damn comb effect!
