TN or IPS monitor?

At that budget, you won't find an IPS monitor that meets your criteria.

TN monitors are much more widespread and mainstream. They're usually faster and can have up to 240hz with very good 1ms response times but their viewing angles, brightness and color ratio are usually not that good.

IPS panels (In Plane Switching) is a newer technology and provide a better qualoty image with wider viewing angles that don't distort image and color, but they also tend to be brighter and offer a much better color ratio, which is why it's best monitors for content creators, professionals and especially graphic designers. The drawback of IPS is that they're much more expensive then their TN counterparts as the technology is relatively. As of roght now, they also tend to be much slower making it difficult to find a panel with 1ms response time and refresh rates above 75Hz. There are only a few models with these criteria and prices often jump quite high. I think the cheapest 24" 1080p monitor with 144hz and 1ms response time is around 400$.

I would suggest you go for TN since the purpose is for gaming.

It's a certified refurbish meaning that it's a second hand monitor that was refurbishing officially by the manufacturer or by one of the manufacturer's official service center. This usually means good quality.
