To determine the better performing of memory kits with varying frequencies and CAS latencies

Which is the better/faster of these G.Skill Ripjaws kits?

Model F4-3400C16D-16GVK (3400 MHz & CL16)
Model F4-3200C15D-16GVK (3200 MHz & CL15)

I understand there is a relationship between the frequency, CAS Latency and the true latency, but I don't know how to calculate which kit is faster. I am building a rig to suit FSX, no easy task, so these things are important as far as i can find out.

So, in this case, which kit is better, the lower frequency with lower CL, or the higher frequency with the higher CL

I apologise if this type of question has been asked already..

They are basically the same. One is a notch faster in frequency, the other has better latency. In truth they are probably even the same sticks. I'd buy the cheaper one.
