To turn computer on, it must be unplugged and power button pressed before plugging back in. In order for computer to boot.

I recently put together a new x99 system with some used parts. Upon building the system I noticed something odd, the computer would only boot once the power had been disconnected and the button pressed. Once the computer booted there were no problems. The computer could be shut down successfully but would only turn on once the beforementioned process was compleated. This also happens if anything in the bios is changed. originally I thought it was a bad bios chip but have ruled that out. Does anyone have any idea how to fix this?
