Tom Clancy's The Division - Huge stuttering on High End Gaming PC

Hi..

I'm playing "Tom Clancy's The Division" and facing an issue that the game keeps running fine till i'm on the 1st mission whichever I start (or keep replaying the same mission), but when I move to another (2nd or 3rd mission) the game starts stuttering and random freezing..

My in-game RAM usage is around 7000MB. I have checked by adjusting the PAGEFILE size, if I set it to 2000MB the game crashes after a 10-15 min gameplay, If I set it to more than 4000MB the game starts freezing/stuttering.

I have seen other players on Youtube with same rig as mine but they don't experience any such problem.

This freezing/stuttering is observed in The Division only, no other AAA title game freezes like it.

Also, I observed my Win10 loads quite slowly (around 15-20 sec from power on to desktop screen), but HDD copy/write speed is pretty good.

Last BIOS time shown in Task Manager was 12 Seconds.

Any Help would be highly appreciated.

Yes using latest BIOS and tried latest GPU drivers with DDU. I got the game free on purchase of GTX970.
