[SOLVED] Tomb Raider (2013) stuttering badly

Hello all,
I am playing a Steam version of Tomb Raider (2013). My rig is: I7 6700K, 4 GHZ, 32 GB of RAM, and NVIDIA 1070 8 GB. I have the latest Windows 10 updates and GPU drivers. The game is installed on SSD (have 750 GB free space).

No matter what tweaks I made to Graphics settings, the game would stutter so badly which it made the game unplayable. I have tried other heavy games like Wolfenstein or Star Wars Jedi Order, they all ran smoothly.

I'm thinking about throwing Tomb Raider away as I felt that it is full of bugs. Any fix on this?
