Tomb Raider Low Fps AND Low Gpu usage

Throughout most of this game I'm running at 30+ frames at 99% gpu usage (msi afterburner) and then I get to this part in the game where I look down at a city like think in the mountains and my fps drops to 24 and my gpu usage drops to 84%, my question is why?

My 2.4 (3.4ghz turbo) 3rd gen i7 is running at 22% usage during this scene as well, and I have 1600mhz 8 gb memory. So what causes a low fps and low gpu usage like this, any ideas?

Hey, can you post in your DXDIAG? or just list out the actual CPU, GPU, Motherboard and OS?

Windows 7, Nvidia Gtx 660m 2gb gddr5, i7 3630qm 2.4 ghz, lowering settings doesn't really change fps in this scene, it just makes my gpu utilization go down even further to about 75%, with high and ultra settings its at 82% in certain scenes where I see a lot of scenery, and my fps drops down to like 27-28 when its normally 35+.

Found people having the same problem on eidos forums and the developer moderator listed a reg value that allows the game to use more cpu usage and it worked for me! Back up to 99% usage in that very scene with a fps increase of 15!!
