what does: unable to start bluetooth stack service mean (error mssg keeps poping up.

Try this:

Start up your computer in safe mode. (Tap the F8 key while booting)
Under device manager, select Bluetooth and uninstall the adaptor and emulator.
Re-Start Windows in Normal mode, then re-install the drivers.
