In Picture 13, I have heard that generally, Sandy and Ivy Bridges don't really need that much memory bandwidth for some workloads at least. Also I don't think the 9-9-9-24 1600MHz RAM modules have better latency than the 9-10-9-27 1866MHz modules, just lower a lower clock. In fact (well, unless I'm mistaken), for the latter to have about the same latency as the formerr, it would need timings of 10-10-10-28, and even then, it has a slightly lower latency, so at 9-10-9-27, it beats it in terms of latency.
