Tons of Dead of arrival components, what are my options from here?

Power Supply seemingly outputting less than 10%, unable to power mobo & CPU. PSU plugged into motherboard with only CPU plugged in=Not enough power. PSU plugged into motherboard with 1 8GB DDR4 RAM module plugged in, it had enough. I would conclude that the PSU's output in this case is less than 65W although isn't absolutely zero.

This suggests either the PSU itself is dead/defective or mobo might be defective since shouldn't it regulate power output to supply other components with the necessary power? So I guess as it stands I cannot test whether my CPU & GPU themselves are working or not. HDD/SSD cannot be tested since I would need to actually have a working system to do so. I am running solely off of a laptop which isn't modular in any way, I do not own any other systems.

Also bought a 16GB (2x8), one is dead. PSU seemed to be able to power the other RAM stick. I had thought that the probability of parts arriving dead/defective was 1% or less. For PSUs I recall reading on Tom's that the rate of dead/defective on arrival parts for top 10 manufacturers was between 0.2-0.5%.

I am wondering if it might be best to return everything I can then consider buying a PSU/motherboard either directly from a store or online and taking it to a store for testing. PSU was purchased last year so I assume the only option left is to buy another. There seems to be no way to know and I don't want to lose more money due to defective parts.

The level of bad luck is enough that I'm reconsidering the whole idea of doing a custom build PC anymore.

I think I might be unable to RMA the power supply as I bought it in February? Needs to have been recently bought?
 
What are the parts for your build EXACTLY?
Complete system specs, including make, model, brands, etc, would be helpful in giving you valid options.
That many defective parts at once is unusual to say the least. There may be something else going on here.
 

Build:
i7-7700: No idea if it works or not, bought it last week.
MSI Z-270A Motherboard: Possibly dead, bought it just over a month ago but I went ahead and emailed Amazon to ask for refund.
MSI Armor 1080 OC: No way to know right now if it works, bought it 2-3 weeks ago. It seemed odd when we start up PC but wasn't getting enough power
G.Skill Ripjaws V 16GB DDR4 3200Mhz 16CAS(2x8): But one is dead, bought it on Boxing Day
Samsung EVO 850 500GB(Bought it in March IIRC)
Seagate Barracuda 2TB(Bought last year)
EVGA G2 750W PSU: Seems to be outputting 0-65W, bought in February
Corsair 200R Mid ATX: Hopefully nothing wrong here, doesn't seem to be.

We had the computer assembled previously and it would not boot, I am thinking currently it may be due to not getting enough power. I felt upset earlier and figured both had to be dead but now I wonder if it might just be the PSU? It is a strange issue, getting some power though seemingly very little.

Not enough power to CPU -> Can't boot?
 

I know that you have probably already done a lot of this, but we are coming in new to this problem and can neither see nor touch your system, so help us to help you!

Just put in RMA tickets to G.skill and EVGA, all there is left to do is pray to God they will be merciful I guess? Tried to put details although I don't know that much about how these components work since I'm new to this stuff. I just bought a Tier 1 Gold PSU from Tom's tier list and hoped for the best.

The ram stick was literally just completely dead, other one seems to work. PSU I put the info from the opening post, that's all I really know about it other than I suspect the cause is probably there's at least some bad capacitors and/or bad wiring plus evidence basically suggests that the PSU is outputting less than 65W but not zero.



Will do these ASAP though I assume I'll need to get an actual functioning PSU to do so.

Can I do any of these without having any power supply? Will double check again if we might have put the power pins in the wrong place.

Literally all I have is a laptop charger. Might just buy a cheap PSU on Monday and refund it later if EVGA will give me a replacement. I'm just worried about determine if my other stuff actually works or not.
 
I'm anxious to try and troubleshoot the build. Would it be worth it to buy a cheap Psu to test my other components?

Thinking about buying some cheap one like there s a tier 4 bronze. I just want to figure out if my GPU, CPU, HDD & SSD work
 

If time is of the essence, then getting a spare PSU to test your other components is certainly a viable option. Otherwise, I would just wait until you got your PSU back from the vendor.

 
I would say time is of the essense as I have option to refund my GPU and CPU by June 18th. RMA will take longer. I want to know ASAP if my GPU, CPU, HDD and SSD are working or DoA.

Kind of thinking about going 1080ti and 7700k instead. I wouldn't bother but if either of those are dead on arrival meaning I won't be up and running for a while then I will switch them. I really prefer avoiding RMA process on those pieces too. Already doing 2, it'll be irritating to do 4 or 5.

Those were my originally planned choices but I was feeling impatient so went 1080 & locked 7700.
