Tons of Reserved Ram

Hey guys, so turns out that my 16 Gigs of ram is only able to run about 9 of it. and in the task manager, it says "Hardware Reserved 4.1 Gigabytes". So i was wondering what exactly those 4.1 gigs are doing for my pc and how/if i can reduce that number

16 GIGs DDR3 RAM
AMD FX(tm)-8350 Eight-Core Processor
GTX 970 4GB OC Graphics Card

Hmm. See this just in case: http://www.tomshardware.com/answers/id-1694156/hardware-reserved-ram-8gb.html . Most of what I've seen on this topic has to to with memory incompatibility. If I checked correctly, that processor does not have integrated graphics.
One minor bit of arithmetic: You have 12 GB of usable memory, not 9.7. The latter number is just what isn't being used now.
If I were in your position, I would go down to two sticks of memory, being careful to insert them in the correct slots for dual-channel use. Then see if you have the same issue. If you are doing any overclocking, save your settings and go back to the defaults, especially memory speeds.
