Question Too little power?

Is 600w , 80 gold PSU enough to work with 7 rgb fans, a overclocked i2500k, and a 980ti?

I would suppose it is enough. No idea how much the RGB fans draw, but the 2500k is oretty low-power and I doubt it would draw twice the watts as in its regular config, you should end up somewhere in the 450-500W on average area. My 1070 at least lives on a 500W PSU with a 7600k.
