too low fps

i have a brand new pc with gtx 750 ti, crucial ballistix sprot 8Gb ram, intel core i5 4440, 1tb samsung hdd, 750 watt psu, gigabyte b85m motherboard and i get too low fps.for example sniper elite 3.i get only 15 fps on ultra and there isn't big difference at lower qualities. my resolution is 1920 x 1080. all reviews show gtx 750 ti playing at great fps but there is a problem with mine.i also have huge lag spikes in other games like tom clancy's ghost recon.please help me

Pull up the task manager and see what your cpu usage is at, and if you have something like MSI Afterburner check temps and GPU usage and report back.

Do you have the most current drives for your 750 to?

i do crazy multitasking but my cpu usage is around 50%
i have temps around 40 degrees and all drivers are the latest

If your GPU temp is only at 40c, it may not be throttling up for the load. What is the GPU core speed and usage while gaming? You can use the MSI AB OSD to see this info while in-game.

my gpu core and memory usage is max and temp is 54 c.I still get low fps
