Too low timings?

Is it possible to have too low timings?
getting 2133mhz 9-11-11-15 and can run maxxmem

the last one seems very low compared to other ram sticks?

If talking the 15 in the timings - yes it is low - what does it show in CPU-Z (free app) in the memory tab - or what is the model number of the DRAM - most DDR3 at 2133 starting with 9-11-11 timings come in at about 31 for the last timing
