Question took a screen cap of a video that was distorted, how to correct the ratio?

Okay, so I took a picture from a video on Dailymotion of a TV show that is 4:3 but to get around the copyright they stretched out the video. I only watched the video to get this specific screenshot. I was not stealing video I have Amazon prime and the video is on there, which is Star Trek the next generation season 3 episode 18, however on my Android phone Amazon prime video does not allow screen captures so I had to do a workaround. The video in question was stretched out and I'm wondering how do I use the android gallery editor or Photoshop express to correct the ratio so it does not look like it's stretched out?

Yes I know resize but there doesn't seem to be a resize option
