Took out gpu while the pc was still plugged in and psu was on?

So I'm using the method of working inside the pc while the psu is still plugged in so as to have a way of grounding myself(ie touching some of the metal in my case while its plugged in) but i forgot to turn off the power supply.I was getting my gpu out cause im rma-ing it (rx 480). Is this dangerous? My system seems fine, but im asking for the future, how likely is it that something like this ends up damaging components?

All that would happen is a sudden surge if the power was on. It could spark a little as electricity is discharged, but it's generally recommended that you unplug and discharge all capacitors. It just means your card may still have energy stored in the capacitors and can get discharged via static or grounding.

Just plug it back in and make sure.

If you didn't hear any strange popping sounds or smell anything you're fine.
It is possible to damage some sensitive’s components, just take always the precaution and unplug you PSU from the motherboard, otherwise unplug the current PSU cable and live it at least 10min before attempting anything, this give some time to the capacitors and regulator to dissipate the electric charge they carries.

I know the mobo is still powered on when the pc is off but does it actually provide power through the pci-e slot? Or the 8 pin that goes to the card as well? And which would get damaged, the graphics card or the pci-e slot or both?
 
Three is always a remaining charge in the capacitor, high enough to cause damage, in most cases no, as a precaution you can fallow the advice I gave you before.

In case of short circuit maybe MOBO and GPU can be affected, will depend based on the amount of remaining electric charge, point of short circuit, but like I said is not a common situation.
