It's gotten to the point to where I pretty much need voice overs in games. I used to play a lot of SWTOR. That's probably the reason. Just looking for a new MMO that has voice acting and solid gameplay.

Solution
Haven't played them long enough, but for what I know and read, FF XIV and Phantasy Star Online 2 are the only ones featuring a decent voice-over (as in you hear real words, not some meaningless gibberish or battle cries), albeit during cutscenes only.
Never played SWTOR and currently can't watch a video to get an idea, so I'm sorry if this isn't what you're looking for.

The catches? The former has a subscription fee, while the latter isn't available in US/EU, and I'm not sure if it put up an IP block in the meantime, not to mention last time I looked they were getting attacked heavily with multiple DDoS attempts.

I can think of Everquest 2. Not every quest has voice-over but a decent amount has.

If you've played the original Final Fantasy Online, the new one is pretty similar. Heavy grinding, takes forever to kill a mob (compared to other MMOs), 2.5 sec cooldown on all your abilities and the ability queue is short so you'll end up button-mashing. IMHO, it's lacking that interactive feeling. At lvl20 I had 5 abilities and I used all them in every fight so it becomes rinse-repeat very fast. I bet the story is good (in someones oppinion) but I got bored pretty quickly of voice-overs, just skipped them as fast as possible.
Reminded me of WoWs quest-text. Noone reads it, noone cares.

As you say, SWTOR is heavily story-based, runs like a red thread thru it all and I can't think of a single MMO that does that. Would have been fun if some parts had been more group-oriented as well.
But MMOs have become more singleplayer games nowadays.

BTW, did you get the new expansion perhaps? Revan-something, for SWTOR, just released a week or so ago.
