Top PCIE x16 Port Not Working

So I just built a new computer and on my motherboard, an Asus ROG Maximus Hero X, the top PCIE slot will not read any cards only the bottom 8x slot will. Is there anywhere in the BIOS that this slot might be disabled, as I did not see one?

Even if such option exist, it would surely be disabled by default. Reset CMOS and try again top slot, if that won't change anything you can safely bet you've got faulty motherboard.
