Torrent is running but does not respond on Windows 10

Hello, I reinstalled the Windows 10 Pro and it seems that the torrent is unable to get through the finding peers stage. I tried to restart, disable the firewall even if it has access through it, i tried to follow some steps from internet such as end task, %appdata% delete update and restart. No success. Please assist, Thanks!

Oh, yes. I forgot to mention. I used uTorrent and Bittorrent. Installed and uninstalled many times. Also I tried different torrent files to be sure that the file isnt corrupted or smth. The files were downloaded over 50k times and are recent, posted last month

Also, what was the reason for reinstalling Windows?

Also, the network works just fine. I installed every driver from MSI that I need for my hardware and it was very smooth. When i tried to download a torrent, well...bad luck finding peers o.o%, or torrent is running but not responding

Yes, yesterday I downloaded 6th season of Friends. Last week i got farcry primal, xcom. today after reinstall got this problem. Also I have to mention is the first time after 6-7 reinstalls over 6-7 years. Might be windows the cause for this?

I reinstalled because i wanted to clean up the space and to install the whole windows in german
