My one year old Toshiba laptop runs Windows 10 and in the last day or so, the battery charges to 80% and then says 'not charging'. The battery/power eco-utility is disabled and the Toshiba health monitor shows that the battery is in good condition. Any advice on how I can restore the battery charge to 100%

No one has answered for a while.

On many laptops there is a "recalibrate power gauge" function. I don't know where it is on Toshiba units.

On many laptops there are "battery health" settings. I keep my thinkpads at 80% max charge to save the battery. A small, cheaper lenovo latop only gives the choice of 100% or 50%.

Try google with your laptop's model number and "battery gauge reset" I'd do it for you, but you did not post the laptop model number.
