Toshiba L55 Wifi No Internet, Secured

Toshiba Satellite L55-B5267 Windows 10 Home x64 wifi or ethernet both say "No Internet, Secured"

Steps I have tried:

Un-install / re-install driver
Update Driver
Ripped out Norton with Removal Tool
Installed Win 10 Creators Update (This actually brought it back, but after a few reboots it went away again)
Physically replaced the Atheros Wifi card with a known to be good Broadcom

Any help would be greatly appreciated!

When you run the Troubleshooter do you get an indicator? 1. Type Troubleshooting on the search bar and click Troubleshoot/network and internet
2. Select Network adapter
3. run the troubleshooter. If you have already done this ....have you checked the properties of the of the Network adapter and found no issues or conflicts?. You may have a conflict in the driver package and need to remove it from the driver store.

I gave up and format/re-loaded. Everything working properly now. :-/
