Toshiba Laptop charging problem

My laptop charges to full battery when it shut down When I open it and start using it it doesn’t charge

Sounds like your charger may be going bad. They will often show that as a first sign of going bad. Charging when the laptop is off but not on. It is due to the charger not being able to put out enough power to both run the device and charge the battery. Eventually it won't charge it even when off.
