Toshiba laptop is not charge when laptop is on when of then charge what can i do

sir , my laptop in not charge when my laptop in on

If the AC Adapter (charger) is defective, it may not output the full power required to run the laptop when it is ON, and to charge the laptop battery. But when the laptop is OFF, the AC Adapter power output is sufficient.

Replace the AC Adapter.

I replaced the charger and the battery and still will not charge while powered on.
Battery discharges according to the on screen power meter even while plugged in.
Green light indicates power is connected.
Orange (charge) light goes off as soon as I power on the laptop.

This means that the laptop internal charging circuit is defective. Contact the manufacturer's tech support. They may be able to help you.

Repairs at a computer store will be too expensive.
