Toshiba Laptop not powering up

Hi,
My laptop does not power up when both power adapter is plugged in and battery inserted. However, it powers up fine when one of them is taken out. Any ideas why this is happening?

That's not a Windows issue, nothing to do with Windows so I've moved it to Laptop Tech Support.
