Toshiba laptop skips my usb when I start it up

When ever I try to boot my Toshiba laptop up from the ubs it goes right to the hard drive and I have it so it boots from the usb first and I checked and it still says usb first the usb is not the problem I plugged it into another laptop it boots fine please help (btw the hard drive is broken so it’s not even in the laptop)

What type of BIOS are you using? A UEFI bios may need to have legacy mode turned on so it can see your USB device. Currently, it is most likely trying to look for a UEFI usb boot device.

try selecxting it in the boot menu. if that does not work then it could be your USB drive is not bootable
