Toshiba Laptop Won't Start Up

My wife's laptop hangs on the "Toshiba: Leading Innovation" screen when you first turn it on. The loading circle of dots under those words just goes on forever. Windows 8 is the OS. By hitting 0 (zero) I could access the "Chose an Option" page, where I then clicked "Troubleshoot". I selected "Refresh Your PC" but it seems to lock up there. Nothing changes, nothing is happening, and I can't click anything or use any keys. What is happening and how do I fix this?

The hard drive in that laptop may have failed. How old is the laptop? You may need to replace the hard drive yourself or at a local shop if it is out of warranty. If it is in warranty, contact Toshiba for help.
